'Careful consideration is needed if the security of communities in the UK is to be achieved without generating feelings on insecurity and alienation among some sections of society'

Following the London terrorist attacks in July 2005, the Government announced a consultation on criteria the Home Secretary may use to exclude or deport those who pose an indirect threat to the UK.
